DMK president M.K. Stalin uncovered a monumental corruption scandal amounting to approximately Rs 1,000 crore within Greater Chennai Corporation civic works contracts. Stalin revealed that municipal authorities prepared financial estimates and disbursed payments based on higher rates designated for river sand, but contractors illicitly utilized manufactured sand (M-sand) during execution. He characterized the systematic malpractice as a glaring example of institutionalized looting orchestrated with the active connivance of influential municipal administrators and political bosses.
Stalin criticized the Minister for Municipal Administration and complicit senior bureaucrats for reducing local civic governance into an apparatus of rampant personal enrichment. This massive financial siphoning not only compromised the structural quality and safety of civic infrastructure across the capital city, but also caused enormous losses to the public exchequer. Stalin cautioned that the political masters and corrupt officials responsible for converting municipal bodies into centers of graft will inevitably face strict judicial prosecution and statutory reckoning once an accountable government assumes office.
Stalin demanded a comprehensive independent audit of all civic contracts executed under the AIADMK regime. He affirmed that the DMK will persistently expose municipal graft and protect public funds from administrative plunder.
