Stalin questioned whether a civilized government should respond to the acute distress of farmers, street vendors, and small entrepreneurs by loading them with additional commercial debt rather than delivering immediate fiscal grants and direct cash support.

Stalin underscored that daily wage earners, rural cultivators, and micro-business operators were pushed to absolute economic destitution by the sudden national shutdown. In such an existential crisis, expecting impoverished citizens to navigate commercial bank lending procedures and pay interest charges amounts to administrative cruelty that deepens poverty instead of alleviating it.

Stalin declared that the urgent national priority must be immediate hunger alleviation, unconditional crop loan waivers, and substantial direct cash transfers directly deposited into bank accounts of struggling families.
