Stalin warned that concealing epidemiological danger through statistical manipulation is an extremely reckless tactic that converts an existing emergency into an uncontrollable catastrophe. When diagnostic screening is throttled, asymptomatic carriers remain undetected within communities, allowing contagion to disperse silently across residential wards and vulnerable rural hinterlands without timely medical intervention.
