EA Bill 2020 attempts to breach the spirit of federalism enshrined in our constitution.

DMK president M.K. Stalin addressed urgent communications to the Chief Ministers of twelve states, including West Bengal, Kerala, Delhi, Andhra Pradesh, Telangana, Maharashtra, Rajasthan, Punjab, Odisha, Jharkhand, Chhattisgarh, and Puducherry, urging them to collectively reject the draft Electricity Amendment Bill 2020. Stalin highlighted that the proposed central legislation represents a direct assault on the constitutional spirit of federalism, deliberately engineered to usurp the sovereign authority of state governments over power distribution and tariff regulation.
Stalin explained that the bill seeks to centralize tariff determination, establish a parallel central contract enforcement authority, and dismantle cross-subsidies that enable states to provide vital welfare benefits. Enacting these measures would strip states of their democratic prerogative to deliver free electricity to farmers and concessional tariffs to economically disadvantaged domestic consumers, severely threatening agrarian livelihoods nationwide.
Stalin appealed to the Chief Ministers to forge an unshakeable united front across regional boundaries to oppose the draft legislation in its entirety. He stressed that preserving constitutional federalism and state legislative autonomy requires steadfast solidarity among democratic leaders against the Union government's relentless centralization of economic and administrative powers across India.
