Stalin demanded that the state health department follow the precedent set by progressive state governments by fixing transparent package rates for general beds, oxygen support, and intensive care units. He insisted that the government must subsidize clinical treatment costs for economically disadvantaged patients, reiterating that medical care during a national pandemic is an essential constitutional right rather than an unregulated commodity.
