DMK president M.K. Stalin criticized Chief Minister Edappadi K. Palaniswami for administrative incoherence after the state government announced a complete lockdown across Chennai and adjoining districts starting June 19, 2020. Stalin pointed out that just two days prior to this sudden declaration, the Chief Minister had dismissed reports of an impending lockdown as baseless rumors, leaving citizens bewildered by contradictory official announcements.

Stalin remarked that such erratic governance demonstrates a complete absence of strategic planning and inter-departmental coordination within the ruling establishment. When leadership vacillates between denial and sudden shutdowns, working families, migrant laborers, and small traders face acute panic, supply shortages, and logistical disruption. Sudden policy reversals without prior administrative preparation force anxious residents to crowd markets, inadvertently accelerating contagion rather than suppressing viral transmission.

Stalin demanded that the state government execute the newly announced shutdown with administrative competence and humanitarian empathy. He insisted that authorities arrange door-to-door distribution of essential groceries, distribute emergency cash assistance of five thousand rupees to vulnerable households, and ensure unhindered emergency healthcare services and rapid ambulance mobility throughout the entire containment period across all affected municipal zones.
