இது IPC 120-Bன் கீழ் குற்றச்சதி!

DMK president M.K. Stalin released an audio recording exposing high-level corruption and coercion in the implementation of the Jal Jeevan Mission drinking water project in Tamil Nadu. The leaked audio revealed a senior official pressuring village panchayats to pass backdated council resolutions to accommodate pre-arranged package tenders dictated by the AIADMK administration. Stalin emphasized that manipulating local body resolutions to favor chosen contractors constitutes a clear criminal conspiracy punishable under Section 120-B of the Indian Penal Code.
Stalin stated that centralized packaging of drinking water contracts robs local civic bodies of constitutional autonomy guaranteed under the Panchayati Raj framework. Instead of empowering grassroots village councils to administer local water supply projects, the state government orchestrated centralized contracts designed to facilitate massive financial kickbacks. He argued that forcing elected village leaders to sign predetermined backdated authorizations subverts democratic self-governance and compromises essential public infrastructure for rural households.
Demanding the immediate cancellation of all disputed package tenders under the Jal Jeevan Mission, Stalin urged the administration to transfer project funds directly to village panchayats. He affirmed that grassroots local bodies possess the democratic legitimacy to execute village water schemes transparently and effectively without interference from corrupt centralized intermediaries.
