Setting a crucial natural resource benchmark for the state, DMK president M.K. Stalin announced an ambitious public water security commitment on March 19, 2021. Stalin pledged that an incoming DMK government would implement coordinated hydrological and conservation measures to increase per capita water availability from nine lakh litres to ten lakh litres annually across Tamil Nadu. He emphasized that secure, equitable water access constituted a vital pillar for agricultural sustainability, industrial development, and basic public health.

Stalin detailed a strategic action plan to achieve this water availability target. Key measures included restoring and deepening historical temple tanks and rural waterbodies, constructing scientifically planned check dams along major river basins, and modernizing irrigation canals to curtail transmission losses. He also highlighted plans to augment urban drinking water infrastructure through advanced rainwater harvesting frameworks, desalination capacity additions, and treated wastewater recycling for industrial applications. Stalin noted that scientific river basin management would be combined with decentralized community water stewardship.
