Under this transformative welfare initiative, Stalin declared that the Tamil Nadu government would deposit five lakh rupees as a fixed deposit in the name of each orphaned child, with the accumulated principal and interest payable when the child reaches eighteen years.

In addition, the Chief Minister announced that the state government will bear all educational and hostel expenses for orphaned children right up to the completion of their undergraduate collegiate degrees. For children being raised by surviving relatives or legal guardians, the government sanctioned a monthly financial maintenance allowance of three thousand rupees per child until age eighteen. In cases where a child lost one parent, the surviving parent will receive an immediate financial grant of three lakh rupees. Stalin solemnly declared that the government will never abandon any child.
