Marking a major institutional overhaul to chart evidence-based socio-economic policies, Chief Minister M.K. Stalin issued executive orders reconstituting the State Planning Commission as the State Development Policy Council. Stalin appointed renowned development economist Professor J. Jeyaranjan as the Vice Chairman, while designating academic scholar Professor Rama. Srinivasan as its full-time member. Additionally, eight distinguished sectoral domain experts from economics, health, gender studies, industrial planning, and rural development were inducted as part-time members.

The Chief Minister tasked the apex advisory body with designing progressive, data-driven developmental frameworks aimed at accelerating inclusive economic expansion, reducing regional disparities, and fostering sustainable industrial growth across Tamil Nadu. Stalin emphasized that policy formulation must strictly align with the Dravidian Model of development, harmonizing high GDP growth with social justice, universal welfare, and women economic empowerment. The council was mandated to advise the cabinet directly on fiscal resource mobilization, industrial decarbonization, educational modernization, and rural livelihood generation.
