Chief Minister M.K. Stalin addressed an urgent letter to Prime Minister Narendra Modi, forcefully urging the Union government not to introduce the controversial Indian Marine Fisheries Bill, 2021, in Parliament in its current draft form without extensive prior consultations with coastal state governments and traditional fishing communities. Stalin pointed out that several draconian clauses in the proposed legislation infringe directly upon state constitutional powers and jeopardize traditional coastal livelihoods.
The Chief Minister stressed that fisheries management within territorial waters has constitutionally remained under the jurisdiction of state governments. Stalin argued that imposing centralized licensing regimes, excessive penalties, and bureaucratic restrictions would criminalize small-scale traditional fishermen who navigate small country crafts and mechanized boats. He insisted that comprehensive stakeholder consultations with artisanal fishers must precede any national legislative deliberation regarding marine resource governance.
Stalin resolute federal stance highlighted his vigilant defense of regional autonomy and coastal community welfare. By refusing to let centralizing legislation dismantle traditional livelihood rights, his leadership stood firmly beside Tamil fishermen, defending federal democracy and maritime labor rights against arbitrary Union overreach. His unyielding intervention preserved the constitutional sanctity of state waters and safeguarded artisanal marine economies.
