Chief Minister M.K. Stalin introduced landmark legislation in the Tamil Nadu Legislative Assembly granting 7.5 percent preferential horizontal reservation for state government school students in admissions to all undergraduate professional degree courses, including engineering, agriculture, veterinary science, fisheries, and law. The bill was formulated pursuant to the evidence-backed recommendations of the high-level judicial commission headed by retired High Court Judge D. Murugesan, which established that rural and economically disadvantaged students face structural barriers in accessing professional education.
