Chief Minister M.K. Stalin stated that targeted precautionary measures implemented within the first six months of the DMK administration successfully halved the destructive impact of heavy monsoon rains, despite inheriting deep administrative decay from ten years of AIADMK rule. Evaluating the ongoing crisis response across Chennai, Stalin explained that past regimes neglected routine desilting, failed to link storm canals, and allowed critical drainage projects to remain stalled.
Upon assuming office in May 2021, the new government recognized the urgency of climate resilience and immediately initiated pre-monsoon desilting drives across major urban canals, including the Buckingham Canal, Adyar, and Cooum rivers. Silt and solid waste obstructions were systematically removed from hundreds of kilometers of subterranean stormwater pipes, enabling floodwaters to recede at twice the speed observed in previous years.
Stalin highlighted that structured pre-planning significantly curtailed civilian distress, preventing widespread catastrophe despite rainfall levels matching historic highs. He pointed out that while inherited systemic bottlenecks could not be completely erased overnight, methodical governance provided substantial defense against nature fury. Stalin pledged that long-term structural overhauls will completely modernize Chennai civic infrastructure, delivering permanent flood resilience.
