Chief Minister M.K. Stalin underscored the mandatory requirement of asphalt milling before relaying bitumen surfaces on urban roadways, recalling his direct nighttime inspections across Chennai to enforce strict engineering protocols. He pointed out that the Chief Secretary also conducted comprehensive on-site inspections, instructing civic engineers to adhere rigidly to mandated technical guidelines and avoid shortcut methods.
Stalin explained that laying fresh asphalt directly on deteriorated surfaces without milling off damaged top layers progressively elevates street levels. Over successive years, this poor construction habit lifts roads above adjoining properties, causing severe rainwater inundation into residential homes, shops, and basements during monsoon spells. By milling worn bitumen, municipal agencies restore proper surface slopes, maintain road-to-plinth clearance, and establish a stable foundation that significantly extends the lifespan of newly paved streets.
The Chief Minister reiterated that contractor accountability and engineering integrity are paramount under his administration. He instructed Greater Chennai Corporation and municipal commissioners across Tamil Nadu to penalize contractors who evade milling standards and hold supervising engineers personally accountable. Stalin asserted that modern urban infrastructure must prioritize pedestrian safety, commuter comfort, and flood resilience over rushed execution.
