Chief Minister M.K. Stalin reiterated strict directives to civic administrators, municipal engineers, and private contracting firms that asphalt milling is strictly compulsory prior to relaying bitumen on urban roadways. Issuing a firm warning against slipshod execution, Stalin emphasized that any engineer or contractor who bypasses mandatory milling protocols will face immediate disciplinary action, financial penalties, and blacklisting across municipal departments.
The Chief Minister explained that repeatedly laying fresh bituminous layers on existing street surfaces without removing old asphalt progressively raises street heights. This substandard engineering practice causes severe stormwater flooding into adjacent residential properties and commercial establishments during seasonal monsoon downpours. Stalin noted that milling the damaged top crust restores proper street gradients, preserves drainage levels, and ensures the structural longevity of newly paved road surfaces.
Stalin instructed departmental vigilance squads and senior civic officials to conduct surprise physical inspections during nighttime road-laying operations across Greater Chennai Corporation and other municipalities. He reiterated that modern urban management demands strict engineering discipline, transparent quality audits, and taxpayer accountability. Stalin asserted that public convenience and urban safety cannot be compromised for contractor shortcuts.
