I have written to @PMOIndia expressing my strong reservations against the proposed amendments to IAS (Cadre) Rules 1954. I also request other Chief ministers to express their opinion about this proposal which shakes the foundation of the federalism of our nation. https://t.co/phnQNVjnsB

Editorial context

Tamil Nadu Chief Minister M.K. Stalin addressed a strongly worded communication to Prime Minister Narendra Modi, registering uncompromising opposition to the Union Government's proposed unilateral amendments to the Indian Administrative Service Cadre Rules of 1954. Stalin argued that the proposed rules, which empower the Centre to unilaterally transfer civil servants on central deputation without state concurrence, fundamentally undermine cooperative federalism and paralyze state administrative governance.

The Chief Minister reached out to Chief Ministers of all other states, urging them to unite and voice collective opposition to an executive measure that destabilizes the constitutional balance between the Union and the States. Stalin pointed out that all-India civil services were intentionally designed by Sardar Vallabhbhai Patel and the Constitution framers to preserve administrative independence, mutual trust, and shared jurisdiction. Allowing the Centre to dictate postings unilaterally would create fear and instability among senior officers, compromising their ability to serve state policies objectively.

Stalin urged the Prime Minister to withdraw the proposed amendments immediately in the interest of national unity and constitutional harmony. He reaffirmed Tamil Nadu's unwavering leadership in defending state autonomy against centralizing encroachments.
