Speaking to gathering points across municipalities and town panchayats, Stalin emphasized the vital role of grassroots civic representatives in executing the Dravidian Model of inclusive governance.

The Chief Minister reviewed key policy interventions implemented by his administration since assuming office in May 2021. He highlighted swift pandemic management, the rollout of the Makkalai Thedi Maruthuvam healthcare initiative, and reduced milk prices, noting that these measures delivered direct economic relief to vulnerable coastal households. Stalin stressed that effective municipal councils are essential to translate state developmental blueprints into well-maintained neighborhood streets, functional drainage channels, and modern sanitation systems.

Stalin urged the electorate to place their confidence in Secular Progressive Alliance candidates, cautioning against political opponents who ignored local development for a decade. He promised that newly elected local bodies in Cuddalore will work with integrity and accountability, prioritizing clean public amenities, upgraded school infrastructure, reliable public lighting, and resilient disaster mitigation projects along vulnerable coastal belts.
