Tamil Nadu Chief Minister M.K. Stalin successfully introduced and passed a historic legislative enactment in the Tamil Nadu Legislative Assembly empowering the state government to appoint Vice Chancellors to state-run universities, directly curtailing gubernatorial interference in higher education. Stalin pointed out that the Governor recurrent disregard for the elected state government when appointing university leadership has generated systemic confusion, administrative dysfunction, and institutional paralysis across state universities.
The Chief Minister emphasized that state governments bear the complete financial and operational responsibility for establishing and funding public universities, making it constitutionally appropriate and democratic for the elected administration to select executive academic leaders. Stalin cited Prime Minister Narendra Modi home state of Gujarat as an explicit precedent, noting that the Gujarat University Act explicitly reserves Vice Chancellor appointment authority for the state cabinet.
Stalin stated that defending academic autonomy against politically motivated external appointments is vital to protecting the quality of higher education and preserving secular, progressive scholarship. He affirmed that the bill reinforces constitutional federalism, restores democratic accountability, and safeguards higher educational institutions in Tamil Nadu from ideological subversion and partisan administrative meddling.
