I request Hon'ble @PMOIndia to organise at least 3 meetings of the Inter-state Council every year.
To strengthen the spirit of #CoOperativeFederalism, I strongly suggest that every bill of national importance be placed before the council before it is introduced into Parliament. https://t.co/odY2MMCX17

Tamil Nadu Chief Minister M.K. Stalin addressed a formal communication to Prime Minister Narendra Modi, requesting him to convene at least three meetings of the Inter-State Council each year. To reinforce genuine cooperative federalism, Stalin strongly recommended that all legislative bills of national significance and policies affecting state jurisdictions be deliberated thoroughly within the council before their formal introduction into Parliament. He noted that regular consultation between the Union and states is essential to maintain healthy federal relations.
The Chief Minister pointed out that the Inter-State Council, established under Article 263 of the Constitution, remains underutilized despite its constitutional mandate to foster inter-governmental harmony. Stalin stressed that unilateral legislative moves by the Union government on subjects impacting state finances, education, agriculture, and public order often cause widespread friction and regional dissatisfaction. Placing major policy drafts before chief ministers allows state perspectives to shape national legislation effectively.
Stalin emphasized that India's diversity requires participatory governance rather than centralized decision-making. He affirmed that institutionalizing periodic council meetings will rebuild trust between the Union and state governments, ensuring collaborative national development based on mutual constitutional respect.
