Editorial context

Chief Minister M.K. Stalin paid glowing tributes to Justice Party stalwart and former Madras Presidency Premier Panagal Raja on his birth anniversary, describing him as the architect of the Dravidian model's opening chapter. Stalin highlighted Panagal Raja's decisive role in issuing the historic Communal Government Order of 1921, which established proportional representation for non-Brahmin communities in public appointments. He also commended the enactment of the Hindu Religious Endowments Act, which brought temple management under democratic public accountability.

The Communal Government Order represented a watershed moment in Indian administrative history, formally embedding affirmative action into state policy decades before constitutional safeguards were established. Stalin noted that Panagal Raja's institutional reforms broke the stranglehold of social elites on administrative machinery, creating pathways for backward classes, Dalits, and minorities. In addition, placing temple endowments under statutory supervision protected public resources and affirmed the collective religious rights of all devotees.

The Chief Minister stressed that Tamil Nadu's modern governance philosophy draws direct inspiration from the Justice Party's foundational principles. Stalin affirmed that his administration remains steadfastly committed to defending constitutional federalism, social justice, and secular administration, continuing Panagal Raja's historic mission to build an egalitarian society.
