Tamil Nadu Chief Minister M.K. Stalin highlighted the DMK's historic leadership in empowering local governance institutions, recalling how successive high-level committees systematically decentralized authority to panchayats and municipalities. Stalin noted that during the DMK administration in 1996, the landmark L.C. Jain Committee was constituted, followed by the Ko. Si. Mani Committee in 1997, and subsequently the 2007 High-Level Committee under his own chairmanship as Local Administration Minister.
The recommendations of these expert committees transformed Tamil Nadu into a national pioneer of Panchayati Raj decentralization. Powers, responsibilities, and financial grants were transferred from state departments to village panchayats, town panchayats, and municipal corporations, granting grassroots representatives genuine administrative agency. Crucially, the DMK government instituted thirty-three percent reservation for women in local bodies, which was subsequently raised to fifty percent, sparking unprecedented social transformation.
Stalin reaffirmed that his government remains unswerving in its devotion to grassroots democracy. By continuously evaluating committee recommendations and adapting administrative frameworks to contemporary challenges, the administration guarantees that local self-governance institutions remain vibrant, self-reliant engines of equitable civic development and public welfare across all districts of Tamil Nadu.
