Editorial context

Tamil Nadu Chief Minister M.K. Stalin paid tribute to former Bihar Chief Minister and Second Backward Classes Commission chairman B.P. Mandal on his memorial anniversary. Recognizing Mandal's tireless efforts to secure affirmative action for Other Backward Classes, who constitute the numerical majority of India's population but historically lacked proportional representation, Stalin called his name an enduring symbol of social justice. He stressed that fully implementing all recommendations of the Mandal Commission is the only genuine tribute to the leader.

Stalin pointed out that despite decades of affirmative action policies, numerous recommendations outlined in the historic Mandal report remain unrealized across federal institutions, judicial appointments, and higher educational bodies. He asserted that backlogs in reserved vacancies and systemic obstacles continue to impede backward classes from securing fair representation in decision-making spheres. Stalin called upon progressive organizations to maintain sustained pressure on the Union Government.

Through the All India Federation for Social Justice, Stalin reiterated Tamil Nadu's leadership in advocating nationwide caste census data and proportional quotas. He stated that true democratic empowerment requires dismantling entrenched upper-caste monopolies and ensuring demographic equity across all national institutions.
