கலைஞர் மகளிர் உரிமைத் திட்டத்தில் மிகக் குறுகிய காலத்தில் ஒன்றரைக் கோடிக்கும் அதிகமான விண்ணப்பங்களை விநியோகித்து, பெறப்பட்ட தகவல்களைச் சரிபார்த்து, ஒரு கோடிக்கும் மேற்பட்ட பெண்களின் கணக்கில் ஆயிரம் ரூபாய் பணத்தை வரவு வைத்து நமது மாநிலத்தின் நிருவாகத் திறனை உலகுக்கே எடுத்துக்காட்டிய அரசுத்துறைச் செயலாளர்கள், மாவட்ட ஆட்சித் தலைவர்கள் முதல் கடைநிலை ஊழியர்கள் வரை அனைவருக்கும் அன்புகலந்த நன்றிகளையும் தெரிவித்துக் கொண்டேன்.

Emphasizing citizen-centric governance, Stalin mandated that revenue authorities organize monthly coordinated inter-departmental review meetings to resolve lingering land disputes. He instructed officials to designate dedicated daily visiting hours to receive public grievances and expedite petitioned relief without procedural delay.
The Chief Minister directed departmental secretaries to ensure that operational government orders reach village administrative officers clearly, holding regular grassroots feedback sessions to eliminate implementation bottlenecks. He strictly ordered that violence against women and children must be treated as grave social offenses requiring unyielding legal action and continuous monitoring.
Stalin commended civil servants, district collectors, and field staff for executing the Kalaignar Magalir Urimai Thittam with unprecedented efficiency. He noted that reviewing over 1.5 crore applications and crediting monthly financial assistance of 1,000 rupees to over one crore women in record time showcased Tamil Nadu's administrative caliber. Stalin urged all officials to maintain this momentum, ensuring that welfare benefits reach every eligible household without bureaucratic delay.
