Tamil Nadu Chief Minister M.K. Stalin outlined a comprehensive policy portfolio designed to elevate Adi Dravidar and Scheduled Tribe communities across educational, economic, professional, and social domains. Stalin emphasized that the Dravidian Model governance operates on the foundational conviction that true social justice requires equipping historically marginalized sections with quality higher education, independent business ownership, and secure land titles.

The state government has substantially expanded post-matric scholarships, modern student hostel accommodations, overseas fellowship grants, and modern infrastructure in tribal residential schools. Furthermore, through the Annal Ambedkar Business Champions Scheme, the government provides capital subsidies and credit guarantees to foster first-generation entrepreneurs from marginalized communities. Stalin noted that financial autonomy combined with statutory representation creates sustainable inter-generational upward social mobility.

Stalin affirmed that his administration regularly audits the performance of affirmative action programs and community development funds to ensure rapid saturation of benefits.
