Tamil Nadu Chief Minister M.K. Stalin authored a comprehensive policy essay published in The Hindu, articulating the critical structural challenges confronting the Sixteenth Finance Commission and calling for an equitable realignment of Indian fiscal federalism. Stalin argued that progressive states that have successfully controlled population growth, fostered human development, and driven industrial productivity are being unfairly penalized under existing central tax devolution formulas.
The Chief Minister stressed that equitable national development requires rewarding administrative efficiency and fiscal discipline rather than reducing revenue transfers to performing southern states. Stalin pointed out that while Tamil Nadu contributes substantially to the national exchequer through direct and indirect tax collections, it receives a disproportionately low share in return, constraining the state's capacity to finance advanced social welfare programs and infrastructure projects.
Stalin proposed that the Finance Commission increase the untied divisible pool share allocated to states, curtail the excessive imposition of central cesses and surcharges that evade revenue sharing, and incorporate balanced criteria that respect cooperative federalism. He concluded that strengthening the fiscal autonomy of states remains indispensable for sustaining India's collective economic growth and democratic vitality.
