The Union Government urged everyone to open bank accounts. Then came demonetisation, pitching #DigitalIndia.

What followed? Charges on digital transactions, penalties for low balances and now the RBI has allowed banks to charge up to Rs. 23 for ATM withdrawals beyond monthly limit.

This will make people withdraw more than they need and in particular, negate the objectives of financial inclusion of poor.

Beneficiaries of #MNREGA, which is already starved of funds and the poor who benefit from our #KMUT cash transfers will be the ones who will be hit the hardest.

This is not digitisation. It is institutionalised extraction. The poor swipe, the rich smile.

Editorial context

Tamil Nadu Chief Minister M.K. Stalin strongly criticized the Reserve Bank of India and the Union government for permitting commercial banks to levy charges of up to 23 rupees on ATM cash withdrawals beyond monthly quotas. Stalin pointed out that after compelling citizens to open bank accounts under financial inclusion drives and promoting digital transactions, authorities are penalizing ordinary users with service charges, minimum balance fines, and withdrawal penalties. He characterized this policy trajectory as institutionalized extraction that punishes the poor while enriching banking corporations.

The Chief Minister highlighted that the increased withdrawal fees will hit the most vulnerable segments hardest, particularly beneficiaries of the Mahatma Gandhi National Rural Employment Guarantee Act and the Kalaignar Magalir Urimai Thogai basic income scheme. He argued that levying fees on meager social welfare transfers forces underprivileged families to withdraw larger cash sums in single transactions, undermining household budgeting and digital inclusion goals.

Stalin demanded that the Union government and the RBI rescind the withdrawal charges immediately. He reaffirmed that access to basic banking services must remain a public right rather than a commercial mechanism for extracting fees from struggling citizens.
