In a defining moment that echoes the uncompromising legacy of the Dravidian movement, I announced in the Tamil Nadu Legislative Assembly, the formation of a High-Level Committee on #StateAutonomy, comprising Hon’ble Justice Kurian Joseph, former Supreme Court Judge; Thiru. M. Ashok Vardhan Shetty, distinguished retired IAS officer; and Professor M. Naganathan, former Vice Chairman of the State Planning Commission.

Babasaheb Dr. B.R. Ambedkar unequivocally stated that "both the Union and the States are created by the Constitution... the one is not subordinate to the other in its own field." Yet, the steady encroachment of the Union into the rightful domains of the States has disrupted the delicate constitutional balance.

As we complete fifty years of the historic State Autonomy Resolution moved in this very Assembly by Thalaivar Kalaignar, the formation of this committee seeks to revisit and reassert the principles of State autonomy in today’s context.

A strong Union is not built by weakening States. It is built by empowering them. And once again, Tamil Nadu rises to lead this call.

Editorial context

Tamil Nadu Chief Minister M.K. Stalin made a historic policy announcement in the Tamil Nadu Legislative Assembly, constituting a High-Level Committee on State Autonomy to examine Union-State relations and recommend constitutional safeguards. The committee comprises former Supreme Court Judge Justice Kurian Joseph, retired senior civil servant M. Ashok Vardhan Shetty, and former State Planning Commission Vice Chairman Professor M. Naganathan. The initiative coincides with the fiftieth anniversary of the landmark 1974 State Autonomy Resolution moved by former Chief Minister M. Karunanidhi.

Quoting Dr. B.R. Ambedkar, Stalin asserted that the Constitution establishes both the Union and the States without making state governments subordinate entities in their designated spheres. He argued that continuous legislative and administrative encroachments by the Union government have disrupted the delicate constitutional equilibrium essential to parliamentary democracy. Stalin maintained that true national strength derives from empowering self-governing states rather than concentrating authority in New Delhi.

The Chief Minister affirmed that his administration will take every necessary legal and political measure to implement the forthcoming committee recommendations. He declared that Tamil Nadu will consistently lead regional efforts to preserve constitutional federalism, protect state rights, and resist centralizing tendencies across India.
