Tamil Nadu Chief Minister M.K. Stalin articulated a detailed ideological and structural critique explaining why the Dravidian Model administration rejected the Union government's PM Vishwakarma scheme and instead created the egalitarian Kalaignar Kaivinai Thittam. Stalin explained that while the Union scheme locks 18-year-old school graduates into ancestral hereditary occupations, Tamil Nadu sets an eligibility threshold of 35 years, ensuring that young students first complete collegiate education. In addition, while Vishwakarma confines applicants to generational family trades, Tamil Nadu allows any citizen to pursue any craft freely.
The Chief Minister highlighted that the state expanded coverage from 18 trades in Vishwakarma to 25 diverse craft sectors under Kalaignar Kaivinai Thittam. Crucially, while the central scheme provides only interest-bearing debt, the state initiative offers up to three lakh rupees with substantial capital subsidies, protecting artisans from unsustainable liabilities. Stalin emphasized that government policies must never be designed to trap disadvantaged students in ancestral caste occupations or obstruct collegiate dreams under the guise of craft training.
Stalin declared that the Kalaignar Kaivinai Thittam embodies universal social justice, where public welfare serves all citizens without discrimination or regressive social constraints. He reaffirmed his government's resolve to protect youth education while modernizing artisanal livelihoods.
