Glad to note that @FinMinIndia has responded to the concerns raised by me in my letter to the Hon'ble Union Finance Minister regarding @RBI’s draft guidelines on gold loans.

Protecting the interests of small borrowers, especially those seeking loans below Rs. 2 lakh such as farmers and daily earners and ensuring timely and accessible credit has been my consistent demand.

While appreciating the positive consideration given to this issue, we emphasize that such policies having significant impact on poor should be arrived after due prior consultation with States.

Editorial context

Tamil Nadu Chief Minister M.K. Stalin expressed satisfaction over the Union Ministry of Finances receptive response to the critical concerns raised in his official communication to Union Finance Minister Nirmala Sitharaman regarding the Reserve Bank of Indias draft regulatory guidelines on gold loans. Stalin emphasized that safeguarding the economic interests of vulnerable small borrowers—particularly agrarian cultivators, marginal farmers, and daily wage earners seeking micro-credit below two lakh rupees—has been his administrations consistent and resolute priority.

The Chief Minister commended the Union Ministry for giving positive consideration to Tamil Nadus representation, which highlighted how stringent loan-to-value restrictions and cumbersome procedural hurdles could inadvertently choke emergency institutional liquidity for rural families. For millions of self-employed citizens, pledging small quantities of family gold jewellery represents a dignified, time-tested mechanism to secure immediate working capital or finance emergency health expenses without falling prey to predatory private moneylenders.

While appreciating the positive policy review, Stalin stressed that financial regulations possessing profound socioeconomic ramifications for low-income households must be formulated through prior and meaningful consultation with state governments. He reiterated that genuine cooperative federalism requires honoring state perspectives in national monetary policy.
