Articulating the core administrative philosophy of the Tamil Nadu government, Chief Minister M.K. The Chief Minister pointed out that trailblazing state policies—including zero-fare bus travel for women, breakfast schemes for primary school children, and basic income entitlements—have set national governance benchmarks subsequently replicated across multiple Indian states. Stalin emphasized that integrating rapid industrial development with robust social safety nets ensures equitable prosperity for both rural and urban communities. He explained that proactive investments in green energy, semiconductor manufacturing, and digital infrastructure keep Tamil Nadu firmly at the forefront of national economic expansion.

Stalin reaffirmed that the Dravidian Model balances disciplined fiscal prudence with progressive humanitarian priorities.
