Hon'ble Prime Minister Thiru. @NarendraModi, the Office Memorandum exempting atomic and rare earth mineral mining projects from public consultation is unacceptable. Public hearings are a mandatory safeguard for ecology, livelihoods and democracy.

I urge you to roll back this memorandum and ensure that such important policy decisions are first discussed in Parliament and with the States.

Editorial context

Tamil Nadu Chief Minister M.K. Stalin addressed a strongly worded communication to Prime Minister Narendra Modi, registering deep concern over an Office Memorandum issued by the Union Ministry of Environment, Forest and Climate Change that exempts atomic and rare earth mineral mining projects from mandatory public consultation hearings. Stalin declared the unilateral exemption completely unacceptable, asserting that open public hearings constitute an indispensable constitutional and democratic safeguard for regional ecology, local community livelihoods, and participatory environmental governance.

The Chief Minister stressed that bypassing local stakeholders in matters involving sensitive mineral extraction risks severe ecological disruption and violates fundamental environmental jurisprudence. Stalin urged the Union Government to immediately revoke the controversial memorandum, insisting that far-reaching policy decisions affecting mineral governance, state territories, and indigenous populations must first be thoroughly deliberated inside Parliament and finalized only after substantive consultations with state governments.

Stalin concluded that federalism and democratic decision-making require transparent cooperation rather than unilateral executive decrees from New Delhi. He affirmed that the Tamil Nadu government will vigorously defend coastal and local ecosystems, ensuring sustainable development without compromising community welfare or environmental safety standards.
