Tamil Nadu Chief Minister M.K. Stalin declared that the sovereign power to enact legislation belongs exclusively to the state Legislative Assembly, comprising members democratically elected by the people. His remarks followed the Tamil Nadu Legislative Assembly's formal adoption of a resolution expunging and rejecting portions of a message returned by Governor R.N. Ravi regarding the Tamil Nadu Siddha Medical University Bill. The Assembly found that the Governor's communication contained remarks derogatory to the dignity and parliamentary sovereignty of the House.
Stalin affirmed that appointed constitutional figures cannot overstep their defined boundaries to question the legislative wisdom of an elected parliament. The Siddha University Bill seeks to establish a dedicated state university to advance research, clinical education, and global recognition for Tamil Nadu's indigenous Siddha medical heritage. The Chief Minister noted that repeated delays and unconstitutional friction created by gubernatorial inaction undermine democratic governance and executive responsibility.
Reasserting the primacy of representative democracy, Stalin emphasized that the Dravidian Model administration will vigorously safeguard state legislative autonomy and federal principles. He stated that the legislature's decisive stand sends an unmistakable message across India that constitutional democracy derives legitimacy strictly from the will of the people.
