M.K. Stalin welcomed the Union Government's new UGC (Promotion of Equity in Higher Education Institutions) Regulations, 2026 as a delayed but positive step against caste discrimination in higher education, while criticizing the BJP-led Union Government for a rise in student suicides, especially among SC/ST students, since it came to power. He questioned whether equity committees led by institutional heads can act independently, citing the Rohith Vemula case, and urged the government to strengthen and properly enforce the regulations rather than dilute them under pressure.

Editorial context

Chief Minister M.K. Stalin issued a statement on the University Grants Commission's (UGC) new 'Promotion of Equity in Higher Education Institutions' Regulations, 2026, calling them a delayed but welcome step toward reforming a higher education system he described as scarred by discrimination and institutional apathy. Stalin said student suicides in Indian higher education institutions, particularly among Scheduled Caste and Scheduled Tribe students, have risen visibly since the BJP came to power at the Union level, alongside repeated incidents targeting students from South India, Kashmir, and minority communities. He welcomed the regulations' stated goal of eliminating caste discrimination and their extension of protections to Other Backward Classes students, but drew a parallel between the current backlash against the regulations and the protests that followed implementation of reservations based on the Mandal Commission's recommendations. Citing the suicide of Rohith Vemula, a case in which Vice-Chancellors faced allegations, Stalin questioned how equity committees chaired by institutional heads -- some of whom he said are RSS-affiliated -- could function independently. He urged the Union Government to strengthen, rather than dilute, the regulations and enforce them with real accountability.
