Stalin criticises the BJP for calling a Special Session during state elections, more than two and a half years after the Women's Reservation Bill was passed in 2023, only to confirm the law cannot be implemented without a Census and delimitation. He says the DMK wants the Bill implemented immediately, and accuses the government of tying it to delimitation - which he says unfairly affects southern states - as a matter of political optics rather than genuine intent.

On the Women’s Reservation Bill: read the fine print.
The BJP called for a Special Session in the middle of state elections, over two and a half years after the Women’s Reservation Bill was passed in 2023, only to confirm that it cannot be implemented without a Census and delimitation.
Let us be very clear: We want the Women’s Reservation Bill to be implemented NOW. Tamil Nadu was among the earliest to implement reservation for women in local bodies.
Our concern is with delimitation, which requires careful thought to ensure it is fair, especially for southern states. We asked for consultation, clarity, and consensus. At the very least, the Bill could have been delinked and implemented.
The NDA could have delinked it. They chose not to. They could have used this time to consult states on delimitation. They chose not to. They could have addressed these concerns in the Bill. They chose not to.
This is not justice. This is not intent. This is optics.
Women in Tamil Nadu see through this. Women across India are not a vote bank. They are watching.
The truth is simple: the BJP could have delivered. It chose not to.

Tamil Nadu Chief Minister M.K. Stalin issued a detailed critique of the Union Government's handling of India's Women's Reservation Bill, passed in 2023, which reserves seats for women in Parliament and state legislatures. He noted that the BJP convened a Special Parliamentary Session in the middle of state elections, over two and a half years after the Bill's passage, only to confirm that it could not be implemented without first conducting a Census and a delimitation exercise. Stalin said the DMK wants the Bill implemented immediately and pointed out that Tamil Nadu was among the earliest states to implement women's reservation in local bodies. His central objection was to linking the Women's Reservation Bill to delimitation, which he said needed careful, consultative handling to avoid disadvantaging southern states in future parliamentary representation. He argued the government could have delinked the two measures, consulted states on delimitation, or addressed these concerns directly, but chose not to on all three counts, calling the episode "optics" rather than genuine intent to empower women.
