Leading a high-level DMK delegation to Raj Bhavan on July 12, 2014, DMK Treasurer M. K. Stalin submitted an exhaustive memorandum to Tamil Nadu Governor K. Rosaiah, urging his constitutional intervention to order an immediate Central Bureau of Investigation enquiry into the Moulivakkam building collapse disaster. Stalin presented comprehensive documentation detailing catastrophic regulatory failures, fraudulent structural stability approvals, and severe administrative malfeasance across multiple municipal and state government departments that culminated in the loss of sixty-one lives. He explained to the Governor that the state administration's decision to appoint a single-member inquiry commission was an obvious stalling tactic designed to obscure bureaucratic culpability and shield influential political figures from criminal prosecution. Stalin stressed that constitutional custodians must step in when elected governments subvert the rule of law to protect commercial vested interests. The memorandum appealed to the Governor to exercise his constitutional authority to mandate an impartial federal inquiry, ensure the preservation of forensic evidence from the site, and guarantee immediate, dignified financial restitution for bereaved working-class families across the country.
