He emphasized that equitable internet access must be protected as an essential public utility rather than an exclusive commodity controlled by corporate monopolies. Stalin recalled that the DMK has always pioneered technology adoption in Tamil Nadu, establishing premier IT parks, introducing computer education in government institutions, and bridging regional digital divides. He stressed that unfettered access to information empowers citizens, fosters scientific temper, and enables vibrant public scrutiny of governmental policies. Stalin warned that creating walled digital gardens or two-tiered access models would disproportionately disadvantage rural students and aspiring startup innovators. He reiterated the DMK's commitment to democratic digital empowerment, urging policymakers to treat open internet infrastructure as an essential constitutional right vital for the comprehensive socio-economic progress and democratic resilience of modern India.
