DMK treasurer M.K. Stalin raised a sharp constitutional and administrative question on July 30, 2015, severely criticizing the ruling AIADMK government for its inexcusable lethargy in failing to secure thousands of crores of rupees in basic and performance grants due to Tamil Nadu's rural and urban local bodies from the Union government. Stalin demanded to know why Chief Minister Jayalalithaa displayed total apathy toward securing funds rightfully belonging to grassroots panchayats and municipal corporations.
Stalin pointed out that due to the state administration's failure to conduct mandatory local body audits, submit timely utilization certificates, and implement institutional decentralization norms recommended by the Central Finance Commission, the Union Ministry had withheld vital developmental funds. Consequently, village panchayats and urban municipalities across the state were completely starved of funds, unable to pay electricity bills for streetlights, maintain drinking water borewells, clear municipal garbage, or lay rural link roads.
Stalin emphasized that fiscal federalism requires aggressive state advocacy to secure every single rupee allocated to local self-governments. He urged the state administration to immediately fulfill statutory audit requirements, demand the release of withheld grants, and restore financial health to local governance institutions.
