Commenting on the nationwide 'State of the States' annual performance survey published by India Today in November 2015, DMK Treasurer M. K. Stalin highlighted the dramatic collapse of Tamil Nadu's administrative standing under the AIADMK regime. The comprehensive independent study ranked Tamil Nadu at a dismal twentieth position across key governance and socioeconomic parameters, placing it far behind states such as Odisha and Bihar. Stalin observed that during previous DMK tenures, Tamil Nadu consistently maintained top-tier national rankings in industrial investment, healthcare infrastructure, education, and human development indicators. He argued that four and a half years of administrative lethargy, centralized bureaucratic control, policy indecision, and rampant corruption under AIADMK rule had completely stagnated the state's growth momentum. Industrial expansion had dried up, power deficits persisted, and public delivery systems suffered from utter neglect. Stalin emphasized that these survey findings merely corroborated what common citizens experienced daily, declaring that the only viable remedy to reverse Tamil Nadu's developmental decline was democratic political change that restored accountability, vision, and energetic public administration under progressive leadership and responsive administrative machinery focused entirely on inclusive public welfare and economic growth.
