Amidst widespread urban and rural devastation following the onset of the 2015 northeast monsoon, DMK Treasurer M. K. Stalin challenged the fiscal transparency and disaster preparedness claims of the ruling AIADMK government. Official budget announcements had claimed that six hundred crore rupees were allocated and spent towards statewide flood mitigation, desilting of major waterways, and disaster management preparedness. Stalin pointed out that ground realities across Chennai, Cuddalore, Kanchipuram, and Tiruvallur presented a completely contradictory picture, as arterial roads submerged, stormwater canals overflowed, and residential colonies were inundated after a single day of heavy rain. He questioned where the allocated public funds had actually gone, noting that neither flood prevention infrastructure nor emergency response machinery was visible on the ground. Stalin demanded that the government place a transparent expenditure report before the people of Tamil Nadu, detailing district-wise spending on canal desilting and stormwater drain construction. He asserted that bureaucratic complacency and corrupt fund diversion by ruling party functionaries had left millions of citizens completely defenceless against seasonal monsoon rains, calling for strict administrative scrutiny and democratic accountability before the upcoming legislative assembly session.
