Evaluating the financial record of the ruling AIADMK administration in late November 2015, DMK Treasurer M. K. Stalin launched a trenchant critique against the state's severe economic deterioration. He highlighted official fiscal data demonstrating that over the previous four and a half years of AIADMK rule, Tamil Nadu had achieved the dubious distinction of ranking first among all Indian states in market borrowings and debt accumulation. Stalin pointed out that while previous DMK administrations maintained prudent fiscal management while pioneering expansive welfare programmes and capital infrastructure investments, the AIADMK regime had doubled public debt without creating productive capital assets or expanding industrial capacity. He highlighted how revenue deficits ballooned due to unchecked administrative corruption, tax collection inefficiencies, and wasteful expenditure, leading to severe financial distress that crippled local governance and development projects. Stalin cautioned that overburdening future generations with unprecedented public liabilities threatened Tamil Nadu's long-term economic sovereignty. He demanded that the state government issue a comprehensive white paper detailing its borrowing history, debt utilization, and future fiscal roadmap before the legislative assembly and the wider general public for equitable democratic scrutiny and debate.
