Calling for urgent institutional recognition of chronic ecological vulnerability, DMK treasurer M.K. Stalin demanded that the central and state governments immediately declare Cuddalore a disaster-prone district and formulate a specialized permanent rehabilitation package. Stalin pointed out that Cuddalore occupied a unique, fragile geographical position where river deltas, the sea, and industrial topography intersected, making it repeatedly vulnerable to natural calamities including the 2004 tsunami, Cyclone Thane in 2011, and the catastrophic floods of 2015.

Stalin observed that recurring natural disasters had broken the economic spine of Cuddalore's farming and fishing communities, with standing paddy, sugarcane, and cashew crops repeatedly destroyed while rural housing colonies were flattened by recurrent inundations. He condemned the AIADMK administration for treating Cuddalore with customary apathy, offering temporary token relief after every disaster while failing to construct permanent flood defense infrastructure. Stalin demanded that the government formulate a specialized master plan for Cuddalore, featuring permanent sea walls, modern river training works along the Pennaiyar and Gadilam rivers, underground electrical cabling, and concrete disaster-resilient housing for vulnerable coastal and rural families. He promised that an incoming DMK administration would secure Cuddalore's long-term disaster safety.
