Articulating a robust policy agenda to uphold the rule of law and root out institutional corruption, DMK treasurer M.K. Stalin announced major judicial and governance commitments in the party's 2016 election manifesto. Addressing members of the legal fraternity, Stalin announced that immediately upon assuming office, an incoming DMK government would establish a powerful, independent Lokayukta ombudsman in Tamil Nadu, empowered with comprehensive statutory authority to investigate corruption complaints against ministers, elected representatives, and senior bureaucratic functionaries without executive interference.

Recognizing the vital societal role played by advocates and judicial staff in defending constitutional liberties, Stalin also pledged the creation of a specialized Legal Professionals Welfare Trust with substantial initial state government corpus funding. The welfare trust would provide financial security, group medical insurance, maternity benefits for women lawyers, and retirement pensions for practicing advocates, alongside stipends for junior lawyers entering the bar. Stalin criticized the AIADMK regime for treating the legal fraternity with hostility and neglecting court infrastructure. He affirmed that an accountable democracy requires a fearless bar and an independent judiciary, promising that the DMK administration would modernize court complexes, provide subsidized chambers, and ensure institutional dignity for all legal professionals.
