Assessing the terminal paralysis of the ruling administration in its final weeks before the assembly elections, DMK treasurer M.K. Stalin pointed out that the outgoing AIADMK government was incapable of taking constructive action to execute the Athikadavu-Avinashi project. Addressing agricultural representatives from Coimbatore, Tiruppur, and Erode districts, Stalin noted that after wasting five full years in utter apathy, making unfulfilled announcements, and ignoring peaceful farmers' fasts, the ruling regime possessed neither the moral legitimacy nor the time to initiate this massive irrigation endeavor.
Stalin explained that executing a complex water diversion scheme requiring environmental clearances, land acquisition, pipeline tenders, and heavy capital expenditure cannot be achieved through panicked last-minute election promises. He reminded the public that preliminary project reports and technical surveys were systematically advanced during the previous DMK tenure under Kalaignar Karunanidhi, only to be deliberately mothballed by Chief Minister Jayalalithaa out of political vindictiveness. Stalin gave his firm personal assurance to the agrarian communities of the Kongu region that an incoming DMK government would approve necessary budget outlays in its first cabinet meeting, executing the Athikadavu-Avinashi project on top priority to secure permanent water security.
