Stalin announced that the party's forthcoming 2016 election manifesto would feature groundbreaking, dedicated policy commitments designed to rejuvenate Tamil Nadu's farming economy. Addressing farmers and agricultural laborers, Stalin stated that five years of AIADMK governance had pushed the agrarian sector into unprecedented distress, marked by recurring droughts, unremunerative crop prices, soaring fertilizer costs, and coercive loan recovery tactics that drove hundreds of farmers to suicide.

Stalin assured cultivators that the DMK's manifesto was being drafted in direct consultation with grassroots farming representatives across the Cauvery delta, dryland zones, and horticultural belts. Key policy pillars would include immediate waivers of agricultural crop loans borrowed from cooperative institutions, modern canal desilting on a war footing, guaranteed free three-phase electricity for farm pumpsets, and enhanced minimum support prices for paddy and sugarcane. He also pledged subsidized modern mechanization tools, cold storage chains, and direct market access through revamped Uzhavar Santhais.
