Addressing a large gathering of farmers, coastal workers, and transport operators in southern Tamil Nadu, DMK treasurer M.K. Stalin unveiled targeted regional infrastructure policies formulated in the party's 2016 election manifesto. He sharply criticized the AIADMK administration for neglecting vital southern water resources, citing the prolonged failure to execute thorough desilting at the historic Srivaikuntam dam on the Thamirabarani river, which caused heavy silt accumulation, reduced reservoir capacity, and deprived downstream ayacut agricultural lands of adequate irrigation.

Stalin pledged that an incoming DMK government would execute comprehensive desilting of the Srivaikuntam dam on a war footing and vigorously implement intrastate river linking projects, notably connecting the Thamirabarani, Karumeniyar, and Nambiyar rivers to drought-proof arid farming tracts across southern districts. For the marine fishing community, he promised advanced navigational and safety kits, subsidized modern communication devices, and upgraded fish landing centers. To resolve severe freight congestion around the Thoothukudi port, Stalin promised to construct a spacious, fully equipped lorry terminal at the harbour.
