DMK treasurer and Leader of Opposition M.K. Stalin criticized the AIADMK government for failing to formulate a comprehensive State Disaster Management Plan, despite the Union government releasing the National Disaster Management Plan 2016 months earlier. He stated that this gross administrative lethargy demonstrated the state government's utter neglect of institutional disaster preparedness, putting millions of citizens at risk as another monsoon approached.
Stalin pointed out that following the catastrophic December 2015 floods in Chennai and adjoining districts, the state was legally obligated under the Disaster Management Act, 2005, to update its disaster vulnerability maps and formulate statutory mitigation plans. However, the Tamil Nadu State Disaster Management Authority remained virtually dormant, failing to conduct risk assessments, establish modern early warning systems, or coordinate emergency response agencies. Stalin criticized the government for operating in ad-hoc mode while vulnerable urban settlements faced repeated waterlogging and seasonal inundation. He emphasized that scientific urban planning, robust flood defenses, and structured inter-departmental protocols were indispensable to safeguarding public lives and property.
Stalin urged the state administration to immediately draft, approve, and operationalize a comprehensive State Disaster Management Plan.
