DMK leader M.K. Stalin observed on November 1, 2016, that the 2016 Ease of Doing Business rankings jointly compiled and published by the Department of Industrial Policy and Promotion alongside the World Bank thoroughly exposed the severe administrative stagnation and deteriorating economic climate in Tamil Nadu under the AIADMK regime.

Stalin highlighted that the comprehensive assessment laid bare the vast chasm between the ruling dispensation's hollow claims of attracting global investments and the dismal reality on the ground. Despite hosting grand global investor meets that made multi-lakh crore announcements on paper, the state's ranking plummeted sharply because genuine institutional and structural reforms were completely neglected. Bureaucratic bottlenecks, opaque regulatory approvals, and systemic rent-seeking discouraged domestic and multinational enterprises from establishing manufacturing plants in the state.

The DMK leader emphasized that economic dynamism cannot be sustained through superficial publicity while governance remains paralyzed. Stalin urged the state administration to heed the World Bank's diagnostic findings, overhaul antiquated industrial approval frameworks, ensure complete administrative transparency, and foster a clean, predictable investment ecosystem to revitalize employment opportunities for Tamil Nadu's vast and talented pool of educated youth.
