Editorial context

DMK leader M.K. Stalin demanded on November 8, 2016, that Finance Minister O. Panneerselvam immediately issue a comprehensive white paper explaining the circumstances under which the Tamil Nadu government abruptly joined the Union government's UDAY scheme, reversing longstanding policy objections raised by Chief Minister J. Jayalalithaa.

Stalin recalled that Jayalalithaa had consistently and vehemently opposed joining the Ujwal DISCOM Assurance Yojana, arguing in multiple communications to the Prime Minister that the scheme's conditions would severely harm Tamil Nadu's financial interests. Her objections specifically targeted mandatory quarterly tariff hikes, the withdrawal of state agricultural electricity subsidies, and the shifting of colossal power distribution debts onto the state's budget. Stalin questioned how the administration could execute such a major policy U-turn while the Chief Minister remained hospitalized and unable to oversee cabinet deliberations.

The opposition leader stressed that signing the pact threatened to burden agricultural consumers and domestic households with spiraling power tariffs. Stalin insisted that the state administration must immediately disclose all terms, conditionalities, and financial commitments of the agreement signed with the Centre to ensure transparent public accountability and democratic scrutiny.
