DMK leader M.K. Stalin remarked on November 11, 2016, that no elected state government in independent India's history had faced such devastating institutional censure as the AIADMK administration, which was questioned by the Madras High Court on whether a financial emergency would be declared in Tamil Nadu.

Stalin explained that the High Court's extraordinary and piercing question came during hearings that exposed the administration's chronic inability to settle statutory liabilities, disburse pensions, and manage spiraling public debt. Decades of administrative negligence, uncontrolled corruption, and lack of fiscal planning had severely eroded the state's treasury, leaving key departments financially hollowed out. Stalin emphasized that when constitutional courts are compelled to raise the prospect of a financial emergency, it indicates a catastrophic failure of the executive apparatus.

The opposition leader stressed that the ruling party could no longer conceal its administrative incompetence behind public relations maneuvers. Stalin demanded that the government take the court's strictures seriously, immediately convene the Legislative Assembly to debate the state's precarious financial position, and implement rigorous austerity and revenue-mobilization measures to protect Tamil Nadu from unprecedented economic humiliation and fiscal collapse.
