Observing that elderly individuals, pregnant women, daily-wage workers, and illiterate villagers were compelled to stand for hours under the harsh sun, Stalin instructed party workers to distribute clean drinking water, buttermilk, and light refreshments. Recognizing that confusing requisition slips and cumbersome bank paperwork posed substantial barriers for ordinary depositors, he urged literate volunteers to help citizens fill out exchange and deposit forms accurately without being turned away by overwhelmed bank personnel.

Stalin emphasized that the DMK's foundational ethos has always been rooted in compassionate public service during times of collective distress. He noted that while central mismanagement had created chaos on the streets, community solidarity was essential to alleviate immediate human suffering.
